Time-centric Compliance in Securities Trading is simple – all you need to do is define your policy and use our Network Time Services!
We call it nationally available Open-Access Time Services and for SaaS providers its what Open-Source is to the Software Developers and Users community. Open-Access means time services available to all and for any purpose.
Certichron’s ultimate vision is a global community all linked through the same evidence-grade time service that weaves a common thread of provability through everything it touches. The source of time used to coordinate all of these activities and attestations must be trustable so that the process of creating a provable uniform digital evidence model of the chain of custody of its use elevates other digital content by establishing, beyond any doubt, that digital content’s existence at some point in time.
What is PNT?
Today PNT, Positioning Navigation and Timing (the three key aspects of ‘timekeeping’) Services emanate from various agencies of the US government and are collectively known under the banner of the Positioning Navigation and Timing Assets of the US Government. In all Navigation and Positioning Systems today time data and differences in time data propagation are what are used to create the navigation fixing systems we all rely on today for virtually everything.
Legal Sources of Time – it does matter
But eCommerce is more than just Navigation, its about evidence and the ability to create treaty-compliant digital data records. So because of this extended use paradigm where time for official purposes comes from turns out to be rather important in the bigger picture of things as well.
That said in the case of timescale instances there are two used today. That of the US Navy and the USNO in their UTC(USNO) [WWW.USNO.Navy.Mil] and that of the Civilian Government from the National Institute of Standards and Technology, UTC(NIST) [WWW.NIST.GOV].
While many also believe that the GPS timebase is a third in fact the GPS Timebase is that of the USNO and is provided to the Air Force through the USNO and its operations at Shreiver AFB in Colorado, home of the GPS Operations Group and the Naval Alternate Master Clock instance.
The formal and legal charter for timekeeping with the Navy rests in the Navy’s creation and that of NIST stems from 1902 and the original “Organic Act” which Created the original National Bureau of Standards, now called the US National Institute of Standards and Technologies, US Law 15 USC 271 and 272. The US Department of Transportation also factors into this since a previous piece of legislation, 15 USC 260 provided it through a circuitous path the control of time-of-day values in the States themselves. US DoT RITA is the spearhead for much of this effort as well coordinating GPS and failover services for Airports and other Transportation and Facilitation Specific areas of the US Critical Infrastructure.
Because time and navigation services are tied to virtually everything (and especially GIS Systems) today the US Government has a group opened up under DHS and collectively the PNT Organizations are voiced to the Administrative branch of the US Government through www.PNT.Gov (aka www.gps.gov) and other vertical agencies and projects.
Merging the timescales at the user-site creates an attestable cross-agency time standard for end-users
Certichron’s vision is to extend the attestation of the master timekeepers of the government itself into a model where that can be shrink-wrapped and installed anywhere its needed as a trust service component.
- To accomplish this Certichron’s time setting instance comes from NIST, the legal source for time in commerce the United States.
Our systems are designed to assure high availability and security and assure that your time setting needs are supported. Additionally USNO time is merged with it to create the first cross-government timescale we call UTC(USG). Certichron offers this as a highly available resource for all trust processes and in the interest of building better digital evidence models across all industries and Government operations, Certichron is executing the following:
- To foster an understanding about the use of unauthenticated time resources in digital trust models
Certichron is working nationally to bring the Audit Community online with its understanding of time-as-evidence and why provable time from a digital context is so important to machine-resolved trust practices and their audits. The latest GPS Jamming incident from North Korea drove this home as a real emerging need in trusted computing models.
- To provide “Carrier-Neutral PNT Ground Segment Services” to the Global Financial Providers seamlessly
“Our first goal is to make UTC(NIST) available everywhere in America for cross-sector Critical Infrastructure support and as easy to access as other mass-use time services like GPS.”
To make it possible for everyone to have access to a highly accurate terrestrial source of time we started building the US National Terrestrial Network in 1996 so we know how important it is for America. Believe us, that’s why we do it.
Certichrons foundations are steeped in time practice management and the concept of creating sovereign time source availability:
- In 2001 we had NIST turn the first International US National Timebase instance on in Japan under NIST CRADA 1681. The system was tested for 36 months before the test was shut down. We called the service CertifiedTime and the vertical timing service instance was a Regional Timing Service Center (a sovereign time server instance).
- We designed today’s Regional Timing Center as an extension of the NIST CRADA 1681 system by adding a real-time continuous monitoring process from the NIST Calibration Desk called TMAS. The TMAS measurement system further opens the possibility of a UTC(NIST) over PTP transport by providing secondary 1PPS calibration strobe service.
- The application of TMAS to the NIST ITS systems creates a two-factor time instance certifiable in a sovereign context to the two actual roles those responsibilities within NIST are tied to. TMAS with its reference to ITS service serves as a penultimate US National Time Standard Instance.
- Since 2006, Certichron has replicated the Regional Timing Service Center across the United States to create a hard-wired hub-and-spoke distributed network of Regional Timing Centers.
- Certichron’s Regional Timing Center network forms an official arm of US PNT Service Network and is an asset in the context of direct-access points to US National Time Services.
Regional Hub and Spoke access – a Tested and Fully Meshed Design
Certichron’s Regional Timing Centers operate with one or more NIST time servers inside each of them. This is a unique micro-networking service that enables proximity hosting and low-latency access to the NIST timebase pretty much across all America today.
You May Already Being Using Certichron’s Service…
Each day over 1 billion devices receive time from our public access servers for FREE, your business may already being using Certichron to set time on your corporate network.
Time-As-Evidence – Transparency and Redundancy…
“Our second goal is to make the UTC(NIST) time service available to bridge the issues that prevent unauthenticated time sources like L1 GPS from being reliable in a legal sense.”
Delivering highly accurate time is only half the picture. Certichron is a commercial time-service laboratory where physics of timekeeping meet the processes of evidence to create an attestable source of UTC(NIST) for digital events. Unified time-services are essential to sequencing and controlling aspects of network operations for providing proper chain of custody evidence. We call this Time-As-Evidence.
Time-As-Evidence is based on an understanding of financial and control process operations from an audit perspective. Our CertifiedTime™ solutions incorporate Time-As-Evidence to create timestamps outside your network perimeter that are traceable to the level of accuracy you want to attest to. This traceability when leveraged against the Certichron Logging Practice completes a court-ready evidence trail. The physics of the time sources, the transfer/tracking logs and the capture systems integrity testimony completes this picture.
Self-Operated Time Systems All Fail to Provide a Reliable Chain of Custody
Certichron is a company who creates trust in the transmission and proof of the use of NIST’s UTC timescale. We provide those missing pieces to make a provable time service totally based on the UTC(NIST) time service. So the solution is simple – prove your traceability to the UTC(NIST) standard in some form that is admissible in court and not likely to be shot full of holes on cross examination.
CertifiedTime™ is Exactly the Solution
The CertifiedTime™ delivery platform is capable of being deployed anywhere as a portable source of trustable US Government time. CertifiedTime™ supports virtually any time-delivery protocol to create a proper chain of evidence for that protocol’s operation. With availability over NTP and a new ultra precision PTP service many new operations possibilities open up.
CertifiedTime™ provides verification, logging and alerts for all your time settings and compliance with such requirements as OATS 7430, x9.x, and Section 10.4 of the PCI DSS 2.0. CertifiedTime™ is also offered over a private dedicated extranet access to our timing centers for even greater accuracy and security.
